Therefore, the additional speed blind seer will get from 3 speed sets and lore of steel is 47.61. Then with 3 speed sets, you multiply 15.87 by 3 to get 47.61 speed. So for blind seer with 3 speed sets: 115 * 0.12 = 13.8 Then, with lore of steel, 13.8 * 1.15 = 15.87 speed. To find the set bonuses from the 3 speed sets, you simply multiply the base speed by 0.12 to find the additional speed for 1 speed set bonus, and then multiply that value by 1.15 to find the total additional speed given by lore of steel for 1 speed set. Since these only affect base speed I decided to calculate them first. Side note, I will be rounding at the end to try and get the most accurate possible number. For organization, I found the most amount of speed possible in every area a champion can gain speed (base, artifact sets, aura, substats, glyphs, masteries) and then found the total at the bottom. Below I have what I think is accurate math to find the highest speed physically possible.
